On 2 August 2025, the National Organ and Tissue Transplant Organisation (NOTTO) issued a 10-point advisory aimed at addressing systemic gender disparities in organ transplantation. Data indicated that although women constitute the majority of living organ donors, they represent a significantly lower proportion of organ recipients. For example, in 2023, women accounted for only 37% of kidney transplant recipients and 30% of liver transplant recipients.
To improve equity in organ allocation, the advisory introduced additional allocation points for women patients on transplant waiting lists, priority consideration for close relatives of deceased organ donors, and a revision of registration and allocation protocols by states and union territories.
These measures are intended to improve fairness in organ allocation and encourage higher rates of organ donation.
